The Montgomery County School Board met on the above date in the administrative building at 6:00 p.m. for the purpose of a work session.

                   Call to Order

Mr. Jones called the meeting to order with the pledge of allegiance to the flag at 6:00 p.m.

 

                        Adoption of Agenda

On motion by Mrs. Albritton, seconded by Dr. Hopkins, the Board voted unanimously to adopt a revised agenda adding legal matters during closed session.

 

Closed Session

Mrs. Albritton moved, seconded by Dr. Hopkins, and the Board voted unanimously to enter into a closed meeting pursuant to Section 2.2-3711(A) of the Code of Virginia at 6:01 p.m. for the purpose of discussion of the following specific matters:

 

Student Matters:   Discussion or consideration of student disciplinary matters, as authorized by Section 2.2-3711 (A)(2) of the Code of Virginia.

 

Personnel Matters: The discussion or consideration of prospective candidates for employment; assignment; appointment; promotion; performance; demotion; salaries; disciplining or resignation of specific public school officers, employees or appointees, as authorized by Section 2.2-3711 (A)(1) of the Code of Virginia.

 

Legal Matters:     Consultation with legal counsel regarding specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.2-3711(A)(7) of the Code of Virginia.

 

Return to Open Session and Certification

Ms. Franklin moved, seconded by Mrs. Bond, and the Board voted unanimously to return to open session at 7:33 p.m.

 

Dr. Hopkins moved, seconded by Ms. Franklin, and the Board unanimously adopted the following resolution:

 

     WHEREAS,  the County School Board of Montgomery County has

convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with provisions of the Virginia Freedom of Information Act; and

 

     WHEREAS,  Section 2.2-3711(d) of the Code of Virginia

requires a certification by this School Board that such closed meeting was conducted in conformity with Virginia Law;

 

     NOW, THEREFORE, BE IT RESOLVED

              that the County School Board of Montgomery County

hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies, and (ii) only such public business matters as were identified in the motion convening the meeting were heard, discussed, or considered.

Action

Dr. Hopkins moved, seconded by Mrs. Bond, and the Board voted four to zero with Ms. Franklin abstaining to expel student A from Montgomery County Public Schools (MCPS).

 

Mrs. Bond moved, seconded by Mrs. Albritton, and the Board voted four to zero with Ms. Franklin abstaining to expel student B from MCPS.

 

Ms. Franklin moved, seconded by Mrs. Albritton, and the Board voted unanimously to long-term suspend student C from MCPS.

 

Honors, Awards and Recognitions

Continuing the commitment of recognizing student achievement and accomplishments, eight new “Senior of the Month” selections have been made by high school principals in Montgomery County.  Their activities reflect the full range of opportunities in the school division, ranging from fine arts to vocational experiences to athletic accomplishments.  The four students for May are:

 

     Auburn High School (AHS)              Ethan Bowyer

     Blacksburg High School (BHS)          Scott Davis

Christiansburg High School (CHS)      Christopher Newman

     Eastern Montgomery High School (EMHS) Timothy Akers

 

The four students for June are:

     CHS  Monica Hampton

     EMHS Ashley Milliner

 

Scott Davis, May Senior of the Month from BHS, was not present.  His mother accepted the award for him.  Timothy Akers, May Senior of the Month for EMHS, was also not present at the meeting.

 

Ashley Wells, April Senior of the Month for EMHS, was also recognized by the School Board.

 

Joel Hodges, a kindergarten student at Kipps Elementary School, was acknowledged for placing third in the Virginia School Boards Association (VSBA) Blue Ridge Regional Forum Art Show.

 

The CHS wrestling team was recognized for receiving their seventh consecutive Group AA State Championship.

 

Members of the CHS wrestling team who received certificates include:

Daryl Weber, Brian Shortridge, Alvin Sheppard, Eli Garshnick, Ryan Broughman, and B.J. Compton were recognized for coaching the team.

 

Blacksburg Middle School (BMS) was recognized for receiving a Blue Ribbon Award from the Virginia Music Educators Association as a result of both the top choir and the top band receiving superior ratings at concert festival. The advanced band and the Bel Canto choir at BMS received superior ratings.

 

MCPS was recently named one of the “Best Communities for Music Education” by the NAMM Foundation for its school–based music education program.  Kathy Duncan, Fine Arts Supervisor, and the music teachers in the school division were recognized by the School Board for receiving this honor.

 

The School Board recessed at 8:08 p.m. and reconvened at 8:15 p.m.

 

Public Address

Alan Mandzak, a former MCPS employee, told Board members that he appreciates the School Board and many things in the school division.  However, he knows there is a great deal of waste in the district.  Mr. Mandzak referenced recent electrical updates at Gilbert Linkous Elementary School and Margaret Beeks Elementary School.  He asked the Board for an official investigation into what happened at these two schools.

 

Jonathan Eubanks, a sophomore at BHS, presented the Board with a petition from students against proposed schedule changes at the school.

 

Item 05/08-91 Personnel Report:  On motion by Ms. Franklin, seconded by Mrs. Albritton, the Board unanimously voted to approve the personnel report with an addendum. 

 

The personnel report is attached and made a part of the minutes as pages A1-A9.

Superintendent’s Reports, Recommendations and Announcements

Item 05/08-93 Career and Technical Education (CTE) Textbook Adoptions (Action): Mrs. Albritton moved, seconded by Mrs. Bond, and the Board voted unanimously to approve the CTE textbook adoptions as presented.

 

Item 05/08-94 Fiscal Year 2008-2009 Budget Appropriation (Action): Ms. Franklin moved, seconded by Mrs. Bond, and the Board voted unanimously to approve the 2007-2008 Budget Appropriation as presented.

 

Unfinished Business by School Board Members

Ms. Franklin told Board members she believes students, parents, and staff in the school division should be provided with a presentation on cyberbullying as well as the School Board.

 

New Business by School Board Members

Ms. Franklin asked for an agenda item to be added to discuss the cases the Board hears during closed session.

 

Mrs. Albritton said she would like to hear a presentation from someone at the Middle College.

 

Announcements/Information

Mr. Jones announced that the BHS girl’s junior varsity soccer team (which includes his daughter) finished the season with an 18-0 record outscoring opponents 85-6.
