The Montgomery County School Board met on the above date in the administrative building at 6:30 p.m. for the purpose of a work session.

                   Call to Order

Mr. Jones called the meeting to order with the pledge of allegiance to the flag at 6:30 p.m.

 

Adoption of Agenda

On motion by Ms. Franklin, seconded by Mr. Ivers, the Board voted unanimously to adopt the agenda as presented.

 

Closed Session

Mrs. Albritton moved, seconded by Mrs. Bond, and the Board voted unanimously to enter into a closed meeting pursuant to Section 2.2-3711(A) of the Code of Virginia at 6:31 p.m. for the purpose of discussion of the following specific matters:

 

Student Matters:        Discussion or consideration of student disciplinary matters, as authorized by Section 2.2-3711 (A)(2) of the Code of Virginia.

 

Personnel Matters:      The discussion or consideration of prospective candidates for employment; assignment; appointment; promotion; performance; demotion; salaries; disciplining or resignation of specific public school officers, employees or appointees, as authorized by Section 2.2-3711 (A)(1) of the Code of Virginia.

Real Estate Matters:    The discussion or consideration of the acquisition of real estate for the construction of a new school, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, as authorized by Section 2.2-3711(A)(3) of the Code of Virginia.

 

Return to Open Session and Certification

Ms. Franklin moved, seconded by Mrs. Bond, and the Board voted unanimously to return to open session at 7:34 p.m.

 

Ms. Franklin moved, seconded by Mrs. Bond, and the Board adopted the following resolution:

 

     WHEREAS,  the County School Board of Montgomery County has

convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with provisions of the Virginia Freedom of Information Act; and

 

     WHEREAS,  Section 2.2-3711(d) of the Code of Virginia

requires a certification by this School Board that such closed meeting was conducted in conformity with Virginia Law;

 

     NOW, THEREFORE, BE IT RESOLVED

              that the County School Board of Montgomery County

hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies, and (ii) only such public business matters as were identified in the motion convening the meeting were heard, discussed, or considered.

Action

On motion by Ms. Franklin, seconded by Dr. Hopkins, the Board voted unanimously to expel a student from Montgomery County Public Schools (MCPS). 

 

Honors, Awards and Recognitions

Continuing the commitment of recognizing student achievement and accomplishments, four new “Senior of the Month” selections have been made by high school principals in Montgomery County.  Their activities reflect the full range of opportunities in the school division, ranging from fine arts to vocational experiences to athletic accomplishments.  The four students for October are:

 

     Auburn High School (AHS)               Jarrid McKay Dulaney

     Blacksburg High School (BHS)               Leah Simmerman

Christiansburg High School (CHS)      Joshua Gray Ferrier

     Eastern Montgomery High School (EMHS) Amber Nicole Shepherd

 

Amber Shepherd, EMHS Senior of the Month, was not present and will be recognized at a future meeting.

 

The following School Board members received recognition for earning Virginia School Board Association (VSBA) Academy awards:

Item 10/08-163 Personnel Report:  On motion by Ms. Franklin, seconded by Dr. Hopkins, the Board unanimously voted to approve the personnel report with an addendum.

Item 10/08-164 Payment of Bills:  On motion by Mrs. Bond, seconded by Mr. Dunkenberger, the Board unanimously voted to approve the bills as presented.

Work Session

­­­­­­­­­­­­­­­Ms. Franklin moved, seconded by Mrs. Albritton, and the Board voted unanimously to enter a work session at 7:57 p.m.

 

Item 10/08-165 Presentation on Gifted Education: Diane Naff, Interim Supervisor of the Gifted Program, provided Board members with a presentation on the gifted program.  She told Board members that 12 gifted resource teachers serve approximately 1,141 identified gifted and talented students.

 

              Josh Ferrier, a gifted student, spoke to the Board about his experiences at Spanish residential governor’s school.

 

              Mr. Dunkenberger expressed his concern that there are not enough gifted resource teachers in the school division.

 

              Ms. Franklin asked for information on gifted students by subgroup.  Mrs. Naff said she would get that information to the Board.

 

Item 10/08-166 On-time Graduation Rate Presentation: Nelson Simpkins, Director of Secondary Education, gave a presentation on the Virginia On-time Graduation Rate, which was recently released from the Virginia Department of Education.  Mr. Simpkins outlined various ways that the state and others have used in the past to compute the graduation rate.

              Mr. Simpkins noted that the on-time graduation rate for Montgomery County Public Schools is 79.4654 percent.  He said students who receive General Education Development (GED) program diplomas are not counted in the on-time graduation rate formula as Virginia recognizes this as a certificate rather than a diploma.  Mr. Simpkins told Board members that the school division’s completion rate of 84.32 percent is slightly higher than the on-time graduation rate because it includes GED diplomas.  He added that the dropout rate is also not the inverse of the on-time graduation rate.

 

              Mr. Jones said the community needs to be educated about these calculations and information needs to be posted on the website.

 

Item 10/08-167 Career and Technical Education (CTE) Program Presentation: Rick Weaver, Supervisor of the CTE program, updated the Board with information on the CTE program and the academy model.  Mr. Weaver told Board members that the state is considering a CTE diploma in the future.  He also talked about dual enrollment courses and credits received by students.

 

              Mr. Ivers said the key to success is to get parents involved in the CTE plans.

 

Item 10/08-168 Enrollment Projections: Walt Shannon, Assistant Superintendent, provided the School Board with information on enrollment projections prepared by DeJong Healy.  Mr. Shannon said the projections illustrate the need for a boundary adjustment after the new Price’s Fork Elementary School is built to accommodate some of the Kipps Elementary School students.  Mr. Shannon added that the largest growth in Blacksburg appears to be in the northeast corner of Blacksburg (Ellett Valley/Mount Tabor area) rather than downtown Blacksburg.  He stated that a new elementary school would most likely be needed in this area in future years.

Ms. Franklin moved, seconded by Mrs. Albritton, and the Board voted unanimously to return to regular session at 8:37 p.m.

Superintendent’s Reports, Recommendations and Announcements

Item 10/08-169 Vacant Properties (Discussion/Action): Mrs. Albritton moved, seconded by Dr. Hopkins, and the Board voted unanimously to solicit a Request for Proposals (RFPs) on demolishing/removing the Ward house in Blacksburg so that the property could be of use to Harding Avenue Elementary School.

 

Unfinished Business by School Board Members

Dr. Hopkins asked that an item be placed on a future agenda regarding a revision of the previous resolution on old Blacksburg Middle School based on the School Board’s meeting with the Board of Supervisors and enrollment projections received tonight.

 

New Business by School Board Members

Mrs. Bond expressed her concern about parents being asked for money constantly at the elementary school level.  She said the requests (for picture money, fundraising program money, etc.) seem to come at the same time.

 

Announcements/Information

Mr. Jones announced that the League of Women Voters forum would be held on October 27.

 

Mr. Jones said he would like the BHS Golf Team to be recognized at the November work session for winning their third consecutive Group AA State Championship.

 

Dr. Anderson reminded Board members about the November 10 meeting with state legislators.
