Dear Parents and Students:

            It is with excitement that we welcome you to the 2005 - 2006 school year!  Many changes have taken place at our schools, and we and our staffs are eager to begin the new school year with you - learning new faces and names, working and learning together, and building new relationships.

            This student handbook provides information you need to start the new school year.  Read it carefully and keep it on hand for further reference.  When you finish reading the booklet, sign and tear out the last page and return it to your teacher.  If you have questions that are not answered in the handbook, ask your teacher, counselor, or someone in the office.  We will be glad to help.  Keep your handbook readily available; you may be asked to refer to it throughout the year.

            We look forward to getting to know our new students and seeing those of you who are returning to CPS and CES.  We’re going to have a great year!

                                   ARRIVAL AT SCHOOL

Students may arrive and enter the building NO EARLIER than 8:30 a.m.

8:30 a.m. – BUILDING OPENS FOR STUDENTS.*

•      Students may go directly to their classroom or directly to breakfast.

      Students arriving at school by car are dropped off at the back of the building at CES by the multipurpose room doors and walk to the front entry doors using the sidewalk leading to the front of the building.  CPS students are to be dropped off only in the designated area at the front of the building.

     BUS LANES ARE CLOSED TO CARS.

 

8:55 a.m.  Morning Announcements

      If arriving after 9:00 a.m., students with an adult must check in at the office and get an “Admit to Class” Slip before going to their classroom.

Parents, visitors, and students must use the front entry doors at all times.  Entering the building through back or side doors is not permitted.

ART

Art classes are scheduled once a week for 50 minutes.


ATTENDANCE

Student absenteeism is a problem faced by schools across the nation and can significantly affect a child’s learning and achievement.  PLEASE NOTE: While we value student attendance, we will no longer give perfect attendance awards to avoid pressure for students to be at school when they are sick.

A.         Parents are asked to notify the school between 8:15 and 9:15 a.m. the morning of the absence.

B.         Parents are expected to provide a written note giving the student’s name, date, and reason for absence when the student returns.

C.         Doctor, dental, and other appointments should be scheduled after school hours to ensure your child’s regular attendance.

D.        Parents will be notified in writing when a student’s absences reach 5 absences.  A second notification will be made when a student’s absences reach 10.

E.         Parents/guardians shall be notified in writing when a student’s absences reach 15 and may be required to meet with the principal to develop a plan for regular attendance.

F.         Make-up work will be given upon the student’s return to school.  It is the responsibility of the student and/or the parent to request make-up work for absences.  The student is to complete all assigned make-up work within one school day for every day missed.

G.        Early checkouts are also part of a student’s attendance record. If an appointment is unavoidable, parents should notify the teacher in advance that the student will be checked out early.      

                                     


BUS CONDUCT RULES    

Although all students do not ride a bus to and from school every day, there may be some times during the year (such as field trips) when it is necessary for them to ride a bus.  Therefore, all students should learn these important rules for bus conduct and safety:

1.      Riders should remain seated, with hands and head inside the bus, until they have reached their destination.  Students may not change seats unless asked to do so by the bus driver.

2.      Pupils should wait until the bus has come to a COMPLETE STOP before standing up to unload.

3.      Students should speak quietly and be polite to other riders.  Loud voices and motion inside the bus distract the driver.

4.      Students should stand back away from the road while waiting for the bus.

5.      Students are not permitted to eat food or chew gum while on the bus.

6.      Inappropriate and vulgar language is not allowed on buses or at school.

7.      Passengers who damage the bus will be responsible for repairs.

8.      Pupils should avoid taking large items that would block the walkway, live "critters", or things made of glass onto the bus.

            -- Parents may request permission for their child to ride a different bus or to go home in a different manner.   A note signed by a parent stating the date, the child’s name, the bus number or who the child will be leaving with, and the address must be given to the teacher as soon as students arrive at school for approval by the principal.  Parents should not ask for bus changes by phone unless there is an emergency.  Call before 2:30 p.m. if possible to ensure the child and teacher are notified of the bus change.

Cars are prohibited in the bus lane.

CAFETERIA –

Full price lunch - $1.70       

Reduced price lunch - $0.40

Full price breakfast - $0.85  

Reduced breakfast - $0.30

Milk (without a meal) - $0.40

Parents and students are encouraged to purchase multiple days of lunches.  However, students may pay for lunch each day in the lunch line.

Parents will be called and asked to bring lunch money if a student has forgotten it that day.

Free and reduced lunch applications are available in the office.

Each month the Food Service Department supplies menus for each student. Also, menus appear in the newspaper each week.

FAST FOOD, DELIVERED BY PARENTS, AND SOFT DRINKS PACKED IN LUNCHES ARE DISCOURAGED.   Candy should also be left at home.

Expectations for Behavior in Cafeteria

      Enter the cafeteria in an orderly and quiet manner.

      Talk quietly in your classroom line while waiting to enter the serving line in the kitchen.

    Wait without talking in the serving line.  (The dishwasher and other machinery make it very difficult to hear your choices for lunch.)

      Use good table manners.

      Sit at the table with feet under the table.  Do not straddle the bench or turn with your back to the table.

      Visit quietly with the students at your table.  Good manners do not include yelling to people across or down the table from you

      Remain seated unless given permission to get up.

      Raise your hand if you need something.  Students are not allowed to return to the serving line.

      Notify a cafeteria aide if you have food you do not want.  Exchanging food with others is not allowed for health reasons.

      Finish your meal before you line up to return to your classroom.  (Food and drink should not be taken to the classroom to be eaten or drunk in the afternoons.)

      With teacher permission students may bring quiet games to play at their table when their meal is finished.

      Candy should be left at home and is not allowed in the cafeteria.

     Always treat others with respect.


CELL PHONES

Students are not allowed to bring cell phones or pagers to school.  These devices are a disruption to the learning environment.  Please refer to the MCPS Student Code of Conduct for further specifics.

CHECKS-MONEY

When making a payment to the school by check, please make it out to the school receiving the check (Christiansburg Primary School or Christiansburg Elementary School).  Money should be in an envelope with the child’s name on it along with the purpose for which the money has been sent.

CLINIC

The clinic will be staffed with a school nurse everyday during student hours.  When a child becomes ill at school a parent will be notified.  The school is not allowed to administer prescription drugs without a permission form signed by the doctor.  The office can administer non-prescription drugs for up to but not exceeding 3 days with written permission from the parent. (See Medication Policy)  If a child has a fever of 100 degrees or over, or has vomited, the parents or emergency contact will be contacted to pick up the child.   IF EMERGENCY NUMBERS CHANGE DURING THE YEAR, A FAMILY MEMBER MUST NOTIFY THE OFFICE.                   

 

CLOTHES/DRESS CODE                                        

Students should wear clean clothes and sturdy shoes that are suitable for running during gym class and on the playground.  The purpose of our dress code is to prevent injuries and keep children safe and comfortable.  Appropriate school attire shows respect for self and others.  Undergarments must be covered.

     Any items of clothing that may be removed during the day, such as jackets, sweaters, mittens, etc., should be clearly marked with the student’s name.

    Students and parents are encouraged to check the “Lost and Found” for items misplaced as soon as they are discovered to be missing. (See section on Lost and Found.)

1. SHOES

            The type of shoe worn is very important to the safety of children’s feet-both inside the building and on the playground.  It is recommended that students wear shoes that enclose and protect the entire foot while at school each day.

·        PE classes-All students must wear athletic shoes for PE classes.

·        Sandals-If students choose to wear sandals on days they do not have PE, sandals should have a heel strap.  No flip-flops should be worn at school.

·        Shoes with large heels are also not permitted; students often twist their ankles in these while playing or walking.

2.  SHIRTS/TOPS

·        Tops should be an appropriate length; midriff must be covered.

·        Tops should be about 3 fingers in width at the shoulder to cover the shoulder adequately.  No halter-tops.

·        Mesh shirts and shirts with large armhole openings should be worn over another top.

3.  SHORTS/SKIRTS

·        Shorts and skirts that fall at mid-thigh or below are an appropriate length for school.

·        Short shorts are not permitted.

4.  GRAPHICS

·        Graphics or designs on all clothing should be appropriate for school.

·        Graphics that promote violence, drugs, alcohol, tobacco or other inappropriate topics are not to be worn.

                                                                                   

CODE OF CONDUCT

The MCPS Code of Conduct addresses responsibilities for appropriate language, respectfulness, fighting, bullying, etc.  “Bullying is when one child repeatedly picks on another child who is weaker, smaller, and/or more vulnerable.”  Bullying activities include:  picking on other children by teasing, threatening or attacking them, excluding others from activities, and/or starting rumors.  The CPS/CES faculty and staff will diligently work with students and parents to eliminate bullying behaviors.

CPS/CES students and staff will strive to exhibit the following virtues in our daily routines – in the classroom, throughout the building, and in the community.  We will show:

Honesty – by carrying out our responsibilities carefully and never claiming credit for someone else’s work and being willing to acknowledge wrongdoing.

Respect – by responding sensitively to the ideas and needs of others without dismissing or degrading them.  Differences among people are celebrated.

Responsibility – by completing tasks he/she has accepted or been assigned.  All work is conscientiously performed.

Compassion – by treating everyone with consideration and care.

Self-discipline – by living within limits.  Self-discipline is shown in our relationships and in our use of time.

Perseverance – by using inner strength and determination to reach goals.  Each person pushes hard to complete assignments and support others.

Giving – by giving to others through service. We will look for opportunities to respond to the needs of others, without expectation of reward.         

   

CPS and CES are committed to respectful, responsible behavior, caring for others, and hard work.

Students and parents are required to read and discuss together the MCPS Code of Conduct.    Students have the responsibility to know and conform to the rules and regulations of the school and the Code of Conduct and to accept consequences for their behavior. The signed Code of Conduct Statement of Receipt must be returned to CPS or CES.

CES PLEDGE

As a CES student I will strive to be compassionate and giving to my classmates, practice self-discipline, be responsible and persevere by never giving up.  I promise to be honest in all I say and do, and to show respect to everyone every day.

COMPUTER AND INTERNET ACCEPTABLE USE

I will read the rules for using the Internet that are given in my handbook and will ask an adult at my school if I do not understand what any of them mean.  I also know that if I do not use computers and equipment in the right way, I will have consequences for my choices.  In fact, I may not be allowed to use computers and equipment again at school.

·        I will only use computers and equipment in the manner for which they are made.  I will always follow teacher or parent instructions for how to use computers and equipment in the classroom.  I know that my parents and I may be held responsible for damage done to equipment that results from my misbehavior.

·        I will be polite to other people when writing to them (or talking with them) while I am on the Internet.  I will not use curse words or any language that my teacher or parent would not want me to use in my classroom.

·        I will never give my name, my home address, any personal information about me or my family, or my telephone number to anyone I write to or talk with on the Internet.  I know that almost anyone I contact is a stranger to me, and I don’t share personal information with strangers no matter how nice they seem to be.

·        I know that my teacher and my Principal want me to use the Internet to learn more about the subjects I am studying in my classroom.  I will not use the Internet for any other reason.  For example, I will not search for a comic book site when I am supposed to be looking for something in science.

·        Because the people I write to or talk with on the Internet cannot see me, they will not know what I look like or even how old I am.  When I am on the Internet, I promise never to tell people that I am someone else. I will never send them personal information, such as a picture or my name, by using an envelope and stamp.

·        I understand that sometimes I may see a site on the Internet that has pictures or words that my teacher or parents would not want me to see.  I will not try to find those sites and, if I come across one of them by accident, I will leave it as soon as I can.  For example, suppose I am searching for a type of animal and find a picture that only adults should see.  I quickly use my forward or backward keys to take me to another site.  I will not continue to look at the site with the bad picture and will not show it to others around me.  I also will not print it out or save the picture.

·        I agree that I cannot use the words or pictures I see on an Internet site without giving credit to the person who owns the site.  For example, I will not copy information from the Internet and hand it in to my teacher as my own work.

·        I may be given a password-a special word that only I know.  I may have to use this password to sign onto a computer or to send mail over the Internet.  I know that I must never tell a friend what that password is.  My password should be known only by me.  I know that I should never use a password for myself if that password belongs to someone else.  For example, John asks me to loan him my password so he can send someone an e-mail message.  John cannot remember what password he was given.  I would not loan my password to him and would never ask to use his.

CONFERENCES

To ensure adequate conference time, parents should arrange conferences with teachers prior to coming to school.  Teachers are usually unable to interrupt instruction or supervision of students without prior notice.

DELAYED OPENING AND EARLY DISMISSAL -   (Bad Weather) – MCPS Weather Hotline – 382-5102

During the winter, school may start late or close early because of the weather, especially in cases of snow and sleet. FAMILIES SHOULD HAVE A PLAN SO STUDENTS KNOW WHERE TO GO IF SCHOOL IS DELAYED OR CLOSED EARLY.  Please discuss your plan prior to students coming to school on bad weather days.  This will help eliminate anxiety for your child, and students who must wait in line to use the phone often miss their bus.

1 hour delay = BUILDING OPENS AT 9:30 A.M.

2 hour delay = BUILDING OPENS AT 10:30 A.M.

*Breakfast is not served on days that have a delayed opening.

STUDENTS ARE NOT TO BE DROPPED OFF BEFORE THE BUILDING IS OPEN FOR STUDENTS.  No supervision is provided for students arriving before the building is open.

Parents may call 382-5102, and listen to local radio and TV stations for cancellations, delayed openings, and early releases.

      EARLY CHECKOUTS SHOULD BE AVOIDED; students receive instructions and assignments at the end of the day. The instructional day ends with the bell at 3:30. Students may not leave early unless signed out at the office by an adult.

   A note from parents or guardians should be given to the teacher by 9:00 a.m. if a student goes home in a different manner than usual.

CPS Car Rider Dismissal

Parents arriving by car to pick up students should use the following procedures.

§      Park in the lot to the right of the building when you are facing the school or along Betty Drive if necessary.  Do not park in the staff lot in the front.

      Come into the multipurpose room via the door at the end of the building.

     Wait until all children are seated at their designated tables.  Collect your child from the table and proceed to the teacher at the end of the table.

      Give the car rider card to the teacher in charge at the end of the table to check out.  Please speak to the adult in charge and make sure that the person knows who you are.

      Please be patient and wait your turn.  A slow and orderly pace keeps this process safe for children.

      Please do not allow your children to run around the building or the grounds if you need to stand and visit with friends.  This is an extremely busy time of day.  Calm and order keeps children safe and makes our process run more smoothly for everyone.

      Continue to send a note when your child will go home by a different way than usual.

CES Car Rider Dismissal

Parents arriving by car to pick up students should use the following procedures.

      Use Clearview Dr. and turn right on Wades Lane and then turn right again into the CES parking lot.

      Move into either the left or right lane as you come into the parking lot.

      Remain in your car and wait your turn in the pick up lane that will form.  Coming into the multipurpose room or into the office causes confusion at a very hectic time of the day, and we cannot effectively supervise the safety of our students.

     Keep the car line tight as you move into the lanes to allow more cars to enter.

      Display the Name card in your vehicle’s passenger side window.  (We will provide a name card for your use.)

      Students will be dismissed a few at a time and sent to your vehicle.

      The first 5-6 cars in the right lane will be loaded first and released.

      The 5-6 cars at the front of the left lane will be loaded next and released.

      Both lanes will be motioned to move forward to the head of the dismissal lane at the same time, and loading will begin again.  Teachers on duty will give the signal to move ahead.

      If your child is not in the multi-purpose room, the duty teacher may ask you to pull into a parking space and come into the office.

      If you feel you must come into the building, please park in the back, come in the front door, and wait for  “Walker Dismissal” to walk your child to your car.

      Continue to send a note when your child will go home by a different way than usual.

EARLY RELEASE FOR ELEMENTARY PLANNING

Periodically students are released at 1:00 p.m. to provide planning time for teachers.  Please mark your calendars. 

    

FAMILIES SHOULD HAVE A PLAN SO STUDENTS KNOW WHERE TO GO ON EARLY RELEASE DAYS.  Please discuss your plan prior to students coming to school on these days.  This will help eliminate anxiety for your child, and students who must wait in line to use the phone often miss their bus.

FIELD TRIPS AND PROGRAMS

Field trips and programs are planned to enrich student learning and enhance the curriculum.  All field trips will be approved by the principal.  Students are responsible for returning a signed permission slip and any field trip fees to the teacher by the deadline specified on the permission slip. 

The teacher and principal will determine how many chaperones will be needed to adequately supervise students, and parents may be asked to help chaperone field trips if needed.  The number of chaperones may vary for each field trip.  Factors that affect the number of chaperones needed include: the number of students attending, the number of school staff and student teachers accompanying students and requirements and space available on transportation and at the facility being visited.  Other special circumstances may occur for the teacher and/or students that also affect the number of chaperones needed.

Parents may be asked to pay field trip fees when chaperoning and will not be able to bring other children or siblings on the trip.  If adequate supervision/chaperones have been arranged, parents are asked not to meet their child’s class at the field trip destination.  This complicates the arrangements and may interfere with students proceeding through the facility with their own classroom group. 

HOMEWORK and CLASSROOM RESPONSIBILITIES

Homework is a means of strengthening skills and understandings gained in the classroom when homework is tied to the curriculum.  Care is exercised to see that students are not overburdened.

A very limited amount of homework may be required of Kindergarten –3rd graders depending on the need to complete work prior to the following day.  Homework may be required of students in grades 4 and 5 when appropriate.

Assignment books will be provided for each student at CES. Each student is expected to use their assignment books regularly to keep notes of assignments and to keep parents informed.   Completing and turning in assignments on time, remembering lunch money, supplies, homework, permission slips, etc. are major responsibilities of a CES student.

HONOR ROLL

Fourth and fifth grade students may achieve honor roll status by meeting the following criteria.

A Honor Roll - Students earning all A’s for the six weeks grading period.

A/B Honor Roll - Students earning A’s and B’s for the six weeks grading period.

B Honor Roll - Students earning all B’s for the six weeks grading period.


LIBRARY

Students have one scheduled class in the library each week.  The library is also open to the students as needed to exchange books and complete classroom projects.

LOST AND FOUND

There are two "Lost and Found" locations at CPS/CES.  Larger items, such as clothing, books, lunch boxes, etc., are placed on the "Lost and Found" rack located in/near the cafeteria.  Smaller articles, such as eyeglasses, wallets, and jewelry, are kept in the office.  Students are encouraged to check the lost and found locations several times if the lost item is not recovered immediately. COATS, HATS, SWEATSHIRTS, AND JACKETS SHOULD BE LABELED WITH THE STUDENT’S NAME.

MEDICATIONS

Students taking medication at school must follow the following procedures.

1.      Parents should deliver medicine in its original container directly to the office.  This includes non-prescription medications.  Students are not allowed to have prescription or non-prescription medications with them in the classroom or in their book bags.

2.      All medications (prescription and non-prescription) must be clearly labeled with student name, dosage, and dates to administer.

3.      Have a physician’s written order for prescription medications on file in the office.  Non-prescription medications given more than 3 days also require a physician’s written order.

4.      Have a parent’s written request to administer prescription and non-prescription medications on file in the office.

5.      Medications on Field Trips:  Parents should contact the school nurse or teacher in advance of any field trips. The Medication Policy applies to all medications taken at home that will need to be administered on a field trip.

MUSIC

Students have two scheduled music classes each week for 30 minutes.

PARTIES

Classroom teachers arrange two parties during the school year – a Winter Holiday Party and a Valentines Day Party.  Room parents will be contacted to help organize parties.

Teachers are requested to protect instruction time and limit parties. Parents wanting to bring treats for special occasions should contact the classroom teacher ahead of time.

Invitations – Out of consideration for all students in a classroom and at a grade level, students are requested not to distribute invitations for personal activities at school or on the bus.  CPS/CES Directories will be available to make mailing invitations easier for students and parents.


PHYSICAL EDUCATION-PE

Students have two scheduled physical education classes each week for 30 minutes.  Students may be excused from class for one day by a note from the parent, but any time longer requires an excuse from a physician. 

PICTURES

Individual pictures will be taken in the fall and spring.  Information will be sent home concerning the placement of orders. Class pictures will be available later in the year.

Please check your monthly calendar for exact dates and times.  Classes may be asked to perform.  P.T.A. members help teachers and students at CPS/CES with many duties and special activities.  Please support CPS/CES and your child through your membership in PTA.

REPORT CARDS AND CONFERENCES

First through fifth grades student report cards are issued at the end of each six weeks of school.  Kindergarten report cards are issued on a nine weeks schedule. Parents should review the report, discuss it with their child, sign, and send the report card back to school.  Please call your child’s teacher when you have questions or concerns and arrange a conference if necessary.

During the year, teachers may send home notes or make calls.  Conferences are offered each semester (fall and spring).  Please plan to attend and discuss your student’s progress.

 

SEXUAL HARASSMENT

It is prohibited for any employee or student, male or female, to harass another employee or student by making unwelcome sexual advances or requests for sexual favors or engaging in other verbal or physical contact of a sexual nature when

(1) submission to or rejection of the conduct is used as a basis for academic decisions affecting the student;

(2) such conduct creates an intimidating, hostile or offensive learning environment; or

(3) submission to the conduct is made either explicitly or implicitly a term or condition of the student’s participation in school programs.


The School Board has adopted a grievance procedure for complaints by students of discrimination on the basis of sex or sexual harassment.  The policy is located at File: JFH of the School Board Policy Manual located in your school library and in the county libraries.

TELEPHONE USE

Because of limited telephone facilities, children are not permitted to make phone calls except in cases of emergency or by teacher request.  Students who need to use the telephone must have approval from their teacherPupils may not use other phones in the building unless accompanied by a teacher.

 

TEXTBOOKS

Montgomery County buys textbooks for pupils to use at school.  No rental fee is charged.  However, students must pay for books and materials that are lost or damaged.  Most textbooks cost $30 to $40, and pupils are responsible for taking good care of all books and materials.

TOYS

Personal items from home, such as balls, bats, gloves, trading cards, and electronic games, are to remain at home, unless a teacher asks to use them in the classroom.


VISITORS

      Visitors, including parents, must enter the building through the front entry doors and are required to sign in at the office

      All visitors should obtain a name tag in the office.

      Visitors coming for lunch should wait in the lobby for the class after checking in at the office.

      Instruction time is protected, and conferences with teachers should be prearranged

      Office staff will call students on the intercom to report to the office if early pick up is necessary.

 

WEAPONS

NO KNIVES, GUNS, or ANY TYPES OF WEAPONS (toys included) are allowed on school property including buses.  Refer to Student Code of Conduct policy handout.

 

Parents:

 

     The following were provided with your child's handbook.  Please check to see which ones need to be returned.

1.       Montgomery County Public Schools Annual Report/Calendar

2.       Medicine Permission Form - must be signed by you and your doctor before your child can be allowed to take prescription medication while at school.  More of these forms are available in the CES office.  Return if appropriate.

3.       Free/Reduced Lunch Form - must be filled out at the beginning of each school year if you want to apply for free/reduced lunches for your child.  Any child who got free/reduced meals in Montgomery County last year may get the same type meals for up to 10 days while applications are being processed.  However, children who paid full price last year must do so this year until the form is approved.  The Food Service Department will handle applications and send out their decisions quickly.  Return if appropriate.

My son or daughter understands the rules that he/she is to follow in using the Internet and computer based technology at school.  I have talked to him/her to make sure that those rules are understood.  I realize that teachers and other school officials will try their best to provide only educationally-sound material from the Internet to my child and that, should objectionable pictures or information appear by accident, they will take immediate action to correct that situation.  I give permission to Montgomery County Public Schools for my child to use the Internet and computer equipment while on school property.

Montgomery County Public Schools reflects the general trend of society towards an information based technological culture.  Goal IV of the instructional Vision Statement for MCPS states that “All students will understand and use the latest technologies and information sources.”  Therefore, computer based instruction is a key element of the MCPS curriculum and students as a rule will encounter it as part of the normal classroom.  I do NOT consent to the above rules, or I do NOT wish for my child to access computer equipment and the Internet.  Contact me to arrange for alternative instruction for my child.

I grant Montgomery County Public Schools the right to photograph my child and use his/her picture, silhouette, or other reproductions of my child’s physical likeness in connection with advertisements, publications, and/or videotapes of Montgomery County Public Schools.  These reproductions may include an exhibition, Internet web page, incorporation into a publication, a television broadcast, school advertisement or promotion, or any other use of videotapes.
