Learner's Permit
In order to obtain a VA learner's permit, a student must be “15 years and 6 months of age”, enrolled in school, and have parental permission. A learner’s permit can be obtained at DMV. Students should take their social security card, their original birth certificate (not a copy), as well as two forms of identification. A knowledge and vision test will be given prior to issuing a permit. All information for the test will come from the VA Driving Manual.
Driver Education Requirements
Any person, under the age of 19, applying for a VA driver's license must successfully complete a state-approved driver education program. This program consists of a minimum of 36 periods in classroom instruction and 14 periods of in-car instruction.
Classroom Driver Education
Classroom driver education is offered at Eastern Montgomery High School as a part of health and physical education in the TENTH grade. Students will be enrolled in HPE 10 to take the classroom driver education. Classroom driver education consists of a minimum of 36 periods of instruction and successfully completing all requirements. Emphasis is placed on knowledge of rules, signs, and proper driving techniques. There is no additional cost to take this course.
In-Car Instruction
Behind the wheel driver education is only offered through the school system in summer school. Summer school registration is handled by the guidance department. Cost is determined by the current summer school tuition rates.
The in-car driver education program consists of 14 periods of instruction including 7 periods of actual driving and 7 periods of observation. An insurance certificate, showing successful completion of the classroom phase, must be obtained from the guidance department prior to beginning an in-car program.
Driver's License
Upon completion of all driver education requirements, a 90-day temporary license (DEC-A/CDT-A) card will be issued by the driver education teacher. A minor under the age of 18 must hold a learner’s permit for at least nine months. Schools will provide DMV Image Retrieval Center in Richmond a copy of DE certificate. DMV will process the data and send the permanent license to the local Juvenile and Domestic Relations Court. Students will be notified about the date and time of the licensing ceremony by the court.
