Policy Revision

In support of Montgomery County Public Schools’ commitment to transparency, accountability, and meaningful community engagement, this webpage has been created to provide clear and accessible information about the School Board policy revision process. As policies are reviewed and updated, we want employees, families, students, and community members to understand where each policy is in the process and to have meaningful opportunities to provide feedback before final action is taken by the School Board. Our goal is to ensure that policy development is thoughtful, consistent, transparent, and informed by the perspectives of those we serve.  A significant portion of the MCPS School Board policy manual is overdue for a systematic review.

Policy Review Process

Board Reviews and Approves 1-5.4 Board Policy Manual

At the April 21, 2026, School Board meeting, the MCPS School Board approved MCPS Policy 1-5.4, which states that policies must undergo a first read before a second read and vote.

"Policy proposals and suggested amendments to or revisions of existing policies shall be submitted to the division superintendent and/or the School Board Chair in writing at least four (4) weeks prior to a regularly scheduled School Board meeting in which such proposed policies, amendments, or revisions shall be read and discussed. The division superintendent and School Board Chair will share these suggestions with all Board members. At the direction of the board, the superintendent will work with appropriate staff to prepare such policy for School Board deliberation. The suggested policy will be returned to the School Board at a subsequent meeting (preferably a work session) for an initial reading. A vote for adoption shall take place at the next regular meeting of the School Board. A majority vote is needed for the adoption of a policy. Unless otherwise provided, the new or revised policy will become effective upon adoption, and in the case of an altered policy, will replace the policy. At its discretion, the School Board may approve a policy on an emergency basis on a first reading."

Policy Review Steps

  1. Each policy is reviewed by MCPS employees, and community input is received.

  2. Using the feedback provided, MCPS employees create a suggested policy for the MCPS School Board to review.

  3. First read at an MCPS School Board meeting.

  4. Following the first read, there is a two-week evaluation and review period.

  5. Second read and vote at an MCPS School Board meeting.

Policies Currently Up for Second Read

The following policies in Section 2 of the MCPS policy manual are up for second read and a vote at the August 18 School Board Meeting. Section 2 is currently 7% compliant. 

The proposed changes to each policy are linked on the agenda for the MCPS board meeting on August 18, 2026.

Policies Currently in First Read

There are no policies currently in first read.

Policies in Publication

MCPS Staff are currently reviewing and asking for input on the following policies that coincide with new Virginia state laws and updated regulations that went into effect on July 1, 2026 - these will be moved to first read on September 18.
